Pennsylvania lawmakers worried about AI's use in elections

HARRISBURG, Pa. (WHTM)-- There is a "big" election in about five months and Pennsylvania lawmakers have "big" fears about artificial intelligence (AI) impacting it.

Candidates you think you are seeing and hearing may actually be computer-generated and intended to deceive voters. It's already happened to President Biden. PA lawmakers are working to stop it from happening here.

"A bunch of malarky," a voice on the phone said, which sounds like something Joe Biden would say. Even sounded like the president. But this robocall to New Hampshire primary voters wasn't the commander in chief.

"Joe Biden's voice was manipulated," Senator and Communications & Technology Committee Chair Tracy Pennycuick (R) said. "So it sounded like Joe Biden calling Democrats and saying, we've got this, don't come out to vote."

PA lawmakers did get the message. It's a brave new world and it can be frightening.

"When I keep hearing AI I still think of Allen Iverson," Senator John Kane (D-Chester/Delaware counties said. "I'm concerned the world that we live in right now is evolving so quickly. And we want to try to jump in front of this before it's too late."

AI bills are in the pipeline. One would ban, without permission, the use of manipulated voice or image in campaign ads, like the Biden incident, 90 days out from an election.

"AI is out there that the horse has left the barn," Pennycuick said. "We are trying to foster innovation with A.I., but also put some guardrails on A.I. so it's not used in a nefarious way."

Another bill would require full disclosure when AI is being used.

"I'm going to make sure that if people are going to do this, they're going to get caught," Kane said "And there will be consequences."

Perpetrators would be fined, but laws only go so far. It should be a wake-up call to everyone.

"So you've got to hit multiple sources," Pennycuick said. "You've got to continue to be diligent in the information that you receive and make sure that it's not duped, it's not falsified."

The bills haven't yet been introduced but because AI threatens both parties equally there's a hope they'll move with the June 30 budget and be in place before the November Election.
